To run an application blocked by Windows Smart App Control, you must turn off the feature in your security settings or unblock the specific file properties. [1]

Fix the Blocked App

Open the Settings app on your Windows 11 PC.
Go to Privacy & security, then click Windows security.
Select App & browser control.
Click on Smart App Control settings.
Switch the setting to Off (you may need to confirm by clicking Yes, I'm sure).
Alternatively, right-click the installer file, select Properties, and check the Unblock box if available on the General tab.
